A colleague and I had an argument on what the following meant. When I read it, I see an either/or scenario, whereas he saw hard copies were still required. Considering the two of us have 50+ years of procurement experience between us, it's not difficult to see this particular RFP likely had vendors equally confused....
The Organization requests that three hard copies and one electronic version (PDF preferred
on CD or USB drive) of the proposal be submitted clearly identifying the Proponent’s
name, the Request for Proposal (the “RFP”) number and the RFP title. In the interest
of time, a PDF copy of the proposal will be accepted if sent via email to the attention
of Joe Smith, Director at joesmith@organization and cc. Buyer Smith at buyersmith@organization
So what's your verdict? Were hard copies required and either a CD/USB OR email, or was email an option over hard copies??? Would substantial compliance come into play here?

I think you need 3 print copies AND one digital copy, but that if the print copies get there after the deadline, so long as the electronic version arrives before the deadline that you're ok.

Or a third possibility is that either is OK, as there really are no mandatories...'requests three copies'....:)
